It was an honour to address the largest policy assembly in our tertiary education sector today — bringing together Vice Chancellors, Rectors, Provosts, regulatory bodies (NUC, NBTE, NCCE), and other key stakeholders to set the tone for the 2025/2026 admission cycle.
At the meeting we discussed the following key policy directions:
🔹 Strict Compliance with CAPS: All admissions must go through JAMB’s CAPS platform. Any admission conducted outside of it is illegal and will attract institutional and personal sanctions.
🔹 Minimum Admission Age Set at 16: This is non-negotiable. Institutions must enforce this, with documented exceptions only for gifted learners.
🔹 Mandatory Use of NIN for Registration: This remains a core requirement to curb impersonation, identity fraud, and multiple registrations.
🔹 Zero Tolerance for Examination Malpractice: A new Central Exam Malpractice Unit has been established within the Federal Ministry of Education to monitor, document, and prosecute offenders. Restoring integrity to our exam system is non-negotiable.
🔹 Boosting Institutional Capacity: Through TETFund, ₦110bn is being invested across 18 health-focused universities, with ₦750m per institution allocated for hostel development and lab upgrades.
🔹 Expanding Access & Inclusion: A 21% increase in applicants with disabilities (PLWDs) shows progress. We remain committed to inclusive, equitable access for all.
🔹 Support for High-Demand Programmes: The government is expanding capacity in Medicine, Nursing, Pharmacy, and other critical fields, while encouraging institutions to build centres of excellence aligned with their strengths.
As we opened the 2025 National Policy Meeting on Admissions to Tertiary Institutions, I urged all institutions to uphold transparency, discipline, innovation, and fairness. The integrity of our admission process is foundational to national development.
I commend the Registrar and leadership of JAMB for their unwavering commitment to transparency, integrity, and operational excellence — and for their vital role in advancing Nigeria’s education system.
